MARION COUNTY PROBLEM SOLVING COURTS
Problem-solving courts in Marion County are specialized dockets within the criminal justice system that seek to address the underlying problems contributing to certain criminal offenses. Generally, a problem-solving court involves a close collaboration between a judge and a community service team to develop a case plan and closely monitor a defendant’s compliance, imposing proper sanctions when necessary. Marion County, which resides in Circuit 5, has multiple problem-solving courts.

MARION MENTAL HEALTH COURT
A specialized court docket for defendants with mental disabilities that substitutes traditional court processing with a problem-solving model. Participants are identified through specialized screening and assessments and voluntarily participate in a judicially supervised treatment plan developed jointly by a team of court staff and mental health professionals. Incentives reward adherence to the treatment plan and other court conditions, non-adherence may be sanctioned, and success or graduation is defined according to specific criteria.

MARION VETERAN’S TREATMENT COURT (VTC)
A problem solving and hybrid court meaning it will handle misdemeanor cases, felony cases, cases in pre-trial diversion and cases in which sentences have been imposed. There is a particularly high prevalence of Post-Traumatic Stress Disorder (PTSD), Traumatic Brain Injury (TBI) and Major Depressive Disorder among combat and other veterans. The MCVTC recognizes the unique challenges facing these veterans and help link these veterans to services.

THE MARION COUNTY DUI
Court mission has been to reduce the number of repeat DUI offenders by providing alternative community-based treatment, thereby increasing both offender productivity and public safety. DUI Court is structured to provide repeat DUI offenders with intense outpatient treatment while on supervised probation. Additionally, the offender’s compliance and progress will be monitored by the Court through regular court appearances.

MARION JUVENILE DRUG COURT PROGRAM
Deals with varying degrees of substance abuse among youthful offenders and targets youth who have committed drug-related offenses or acknowledge a history of substance abuse upon arrest for nonviolent offenses. The program is open to juvenile offenders from 13 to 17 years of age. An initial evaluation from a licensed treatment provider will determine the length of the program. The standard length for the intervention/education track is typically 3-4 months while those in need of treatment typically remain in the program for approximately 4-5 months. The court and drug court team monitors the participants’ movement through all phases of the program. Participants can expect to receive incentives and rewards based on progress, and sanctions to address violations of the drug court rules, continuing drug use and other non-compliant behavior.

MARION COUNTY TEEN COURT
A diversion program for juveniles who have been charged with a law violation for the first time. A youth can be referred to Teen Court by the Department of Juvenile Justice and/or the State’s Attorney’s Office. A youth cannot attend Teen Court without prior approval by the State Attorney.

MARION COUNTY JUVENILE CIVIL CITATION PROGRAM
An individualized diversion program in lieu of arrest for youth (ages 13-17) who have committed a specified first-time misdemeanor offense or violated a city or municipal ordinance. Law enforcement has the discretion to issue a civil citation instead of arrest based on Florida Statute 985.12. The Civil Citation Program works with community partners in the effort to reduce juvenile crime and to provide services for at-risk youth.

The Marion County Dependency Drug Court is a partnership between the Courts, Department of Children and Families, Guardian Ad Litem Program, Kids Central. MARION COUNTY DIVERSION DRUG COURTS
TRACK 1: (Misdemeanor) Pre-plea diversion drug court for non-violent offenders charged with an eligible misdemeanor with admission of a substance use disorder. Defendants are required to participate in substance use treatment, peer support meetings, random and frequent drug screens, and personally appear in court as required. The program is a minimum of six months and if successful the court will dismiss the related charges.
TRACK 2: (Felony) Pre-plea diversion drug court for non-violent offenders charged with a second- or third-degree felony with admission of a substance use disorder. Defendants are required to participate in substance use treatment, peer support meetings, random and frequent drug screens, and personally appear in court as required. The program is a minimum of twelve months and if successful the court will dismiss the related charges.

THE MARION COUNTY ADULT POST- ADJUDICATORY PRISON DIVERSION DRUG COURT
A court supervised highly structured program for non-violent prison bound offenders. While in the program, participants are provided access to community-based treatment services designed to break the cycle of addiction and incarceration. Participants are also provided access to ancillary services, like mental health treatment, recovery communities, and housing assistance, that ultimately allow individuals to once again become productive members of their community. This program also includes, but is not limited to, frequent court appearances, random drug screens while on Department of Corrections supervised probation. The length of this four-phase program is a minimum of 13 months; however, depending on the participant’s progress and/or compliance, it may take longer.

MARION POST ADJUDICATORY NON-EXPANSION DRUG COURT
This is a court supervised intensive and highly structured program consisting of both comprehensive out-patient treatment and case management supervision for non-violent offenders. The program includes, but is not limited to, regular court appearances, random drug screens, group/individual substance abuse counseling and frequent Peer Support meetings. The length of this IV-phase program is normally 13 to 17 months.

MARION COUNTY EARLY CHILDHOOD COURTS
The newest addition to Marion County Problem Solving Courts. Early Childhood Court (ECC) works with families of children in the 0–5-years age range who are involved in Dependency Court. The program features access to a Community Coordinator who assists in coordinating the right services, increased visits between parents and their children, specialized family therapy, and monthly team meetings to assist parents with services and celebrate accomplishments. There are more infants and toddlers in foster care than any other age group. Helping babies now can result in longer healthier lives. Many parents of children in the Dependency System were also in the system as children themselves. Research has shown that the cycle can be broken with early intervention and family support. ECC includes a team dedicated to help break that cycle.

MARION COUNTY PUBLIC LIBRARY SYSTEM
Library system is a vital community resource that connects Marion County residents with their community and the world around them. Eight independent library locations include headquarters in Ocala, Belleview, Dunnellen. The Forest, Fort McCoy, Freedom (near SR200), Marion Oaks and Reddick. Library provides library resources and materials for children, teens and adults, as well as programmed events for all ages, meeting rooms at many locations, free Wi-Fi and public access computers.
